A player must be at least level 11 - and have chosen a nation - to vote at all.
Votes are weighted
Votes are not one per head. Each voter carries a number of points that depends on
their level, so a high-level pilot's vote counts for more than a fresh one. The
exact points-per-level table was posted as an image in the Discord battles
channel and is not reproduced here.
